The GTA IV trailer was just released online, it it is definitely set in New York/Liberty City. The protagonist appears to be of Russian descent.
The graphics obviously look a lot better this time, and the transition to next-gen looks like it was a smooth one.

Man do I wish they had chosen a new setting. Sure one could argue that New York is new, but really it is no different from Liberty City.
